Organisation
Mandated by the European Commission to support the EU Research and Innovation policy, the European Research Executive Agency (REA), funds high-quality research and innovation projects that generate knowledge for the benefit of society. The REA also manages promotion measures concerning agricultural products.
Accordingly, the REA's responsibilities are to:
•Manage research projects supported under Horizon Europe, the world's largest framework programme for research and innovation to date, running from 2021 to 2027.
•Manage research projects supported under Horizon 2020, the previous framework programme for research and innovation (2014-2020).
•Implement the European Union programmes Promotion of agricultural products and Research Fund for Coal and Steel, as well as ongoing projects funded under the EU's 2014-2020 budget.
•Assist funding and tender applicants, beneficiaries and independent experts.
•Manage the European Commission's Research Enquiry Service, which answers questions from grant applicants, EU-funded researchers and the public.
•Support independent experts evaluating project proposals competing for EU research funds.
•Assist with the legal and financial validation of all European Union programme grants and procurement operations directly funded by the European Commission.
REA is based in Brussels with a multinational team of around 880 persons.
The successful candidate will work as Legal and Financial Manager (AD5-AD12). The level of responsibilities is set in accordance with the grade.
He/she will support the Head of Sector in leading and managing the work programme of REA.D4.001 Legal Validation Sector, and will carry out the following tasks:
- Contribute to the definition and the update of administrative procedures linked to the legal validation of participants in EU award procedures managed in the Funding and Tenders Portal, including the simplification of such procedures;
- Ensure timely and regular publication/update of procedures on GoFund, REA intranet, etc.
- Monitor the coherence and the quality of the procedures’ implementation;
- Coordinate and facilitate the work of the Sector, ensuring an efficient distribution of tasks within the team as well as an appropriate monitoring and reporting of such tasks;
- Coordinate the conformity of operations with official regulations and procedures, including the Internal Control Standards, and ensure that all obligations are met;
- Assist in providing high quality services for all clients of the unit (Commission Directorates-General, Executive Agencies, Joint Undertakings, etc.);
- Coordinate the communication on the work of the Sector, ensuring high quality of such communication and the delivery of effective and clear messages to participants in EU award procedures;
- Liaise with Commission Directorates-General, Executive Agencies, Joint Undertakings, and other clients during the validation process;
- Organise and participate in the coordination of activities and procedures with other services;
- Coordinate the management of the IT tools used in the validation workflows and ensure high quality of the legal data in such systems, in conformity with established procedures and standards;
- Contribute actively to the development and the main.
