Organisation
Mandated by the European Commission to support the EU Research and Innovation policy, the European Research Executive Agency (REA), funds high-quality research and innovation projects that generate knowledge for the benefit of society. The REA also manages promotion measures concerning agricultural products.
Accordingly, the REA's responsibilities are to:
•Manage research projects supported under Horizon Europe, the world's largest framework programme for research and innovation to date, running from 2021 to 2027.
•Manage research projects supported under Horizon 2020, the previous framework programme for research and innovation (2014-2020).
•Implement the European Union programmes Promotion of agricultural products and Research Fund for Coal and Steel, as well as ongoing projects funded under the EU's 2014-2020 budget.
•Assist funding and tender applicants, beneficiaries and independent experts.
•Manage the European Commission's Research Enquiry Service, which answers questions from grant applicants, EU-funded researchers and the public.
•Support independent experts evaluating project proposals competing for EU research funds.
•Assist with the legal and financial validation of all European Union programme grants and procurement operations directly funded by the European Commission.
REA is based in Brussels with a multinational team of around 1000 persons.

The purpose of this call for expression of interest is to draw up a reserve list of Temporary Agents 2(f) AD6 “Administrator - Legal and Financial Manager” specialised in the following field:
Ownership and Control Assessment of participants in restricted procedures

The reserve list will be used to fill new vacant posts in the European Research Executive Agency (REA) specifically in Unit D.4 ‘Central Validation Service’.
The mission of unit D.4 ‘Central Validation Service’ is to effectively implement part of the Single Electronic Data Interchange Area (SEDIA). The unit is responsible for the validation of the legal and financial information submitted by participants in view of signing a grant agreement or a contract with the European Commission. The unit is composed of four sectors.
- The Legal Validation Sector,
- The Financial Validation Sector
- The Legal and Financial Verification Sector
- The Validation planning, Enquiry Service and Process Support Sector

Duties of an Administrator – Legal and Financial Manager specialised in Ownership Control and Assessment of participants in restricted procedures:
The Legal and Financial Manager will be responsible for assessing the ownership structure and the corporate governance mechanisms of participants in EU restricted programmes. This role requires meticulous due diligence in evaluating the existence of possible non-EU control from direct/indirect shareholders up to ultimate owners. We are looking for a candidate with strong analytical skills and a keen eye for detail, combined with a profound understanding of corporate laws and regulations and experience in navigating complex legal frameworks.
